(1) The Center shall prepare a list of the following qualified persons for carrying out the technical examination of the project:-
(a) Passed at least bachelor's degree in engineering from a recognized educational institution and has served or worked in the engineering field for at least 10 years,
(b) Registered with Nepal Engineering Council,
(c) Not disqualified to be a technical examiner according to prevailing laws.
(2) The Center may arrange technical test related training for the persons whose names are included in the list as per sub-rule (1).
(3) The Center may depute a technical examiner to carry out the technical examination of the project. When appointed in such manner, among those whose names are included in the list as per sub-rule (1), he shall be appointed from among the persons who have received training as per sub-rule (2).
(4) The terms of reference of the technical examiner appointed in accordance with sub-rule (3) shall be as mentioned in the contract signed with him.
(5) If the center deems it necessary, it may appoint any employee of the center or any other person with subject expertise along with the technical examiner.
